France : Looking after homeless children

An alternative emergency aid package: Association Jeunes Errants helps 300 children every year. The association has a dual objective: to protect children and to preserve public order.

The association acts in partnership with local authorities to constantly monitor homeless children and the dangers their situation exposes them to. Over the last four years, the initiatives performed by the association has reduced child delinquency rates from 50% to 5%. “Working with, not in the place of”, the association works in concert with the relevant public authorities (security, education, healthcare, justice etc.).

The “alternative” package which it offers is designed to act alongside, not in place of, the work of the public authorities, in this way offering:
-an immediate response to child supervision requirements in cases where institutional structures are saturated;
-provision of “halfway house” intermediate care for children not yet ready to enter care homes;
-a drop-in centre for children reduced to living off the streets.

In winter 2003-2004 the AJE gave a home to over 20 children, aged between 3 and 17, for whom permanent care arrangements had not been found.
